On October 1st, the City of Portage la Prairie took back the full responsibility for animal control and animal care within the City limits pursuant to City Bylaw 02-8165. This change was due to the retirement of Mr. Wendell Hawker on September 30, 2014 after more than 20 years as the City of Portage la Prairie Animal Control Officer.
The animal control function will be fulfilled by the Corps of Commissionaire of Manitoba, already under contract with the City of Portage la Prairie for bylaw enforcement. The current Corps of Commissionaire contract will be extended to include all matters of bylaw enforcement including animal control, creating greater efficiencies within the enforcement function. The Corps of Commissionaire has agreed to hire an additional bylaw enforcement officer from Portage la Prairie as well as provide an extra vehicle dedicated to animal control. There will be animal control coverage from 9 am to 10 pm Monday to Friday. If a citizen wishes to report a missing or stolen animal please contact the Bylaw Enforcement Officer at 204-239-8326. Should an emergency occur after hours, please contact the City’s “emergency after hours” contact number at 204-239-8340. A new webpage linked to the City’s website is being developed; pictures of found animals will be posted as well as information regarding the bylaw and fees and charges will be available.
Animal care function will be provided by a new contractor from within the RM of Portage la Prairie according to the Code of Practice for Canadian Kennel Operations  . The operation of this facility will be cost shared with the RM of Portage la Prairie. When an animal is located, it will be escorted to the new shelter. Should an animal owner wish to view the sheltered animals please contact the Bylaw Enforcement Officer who will be in a position to advise if your animal has been located.
To facilitate the identification of lost animals, the Animal Control Officer has been equipped with a micro-chip scanner and a computer tablet (iPad) to take pictures of the animals and to maintain a database of all animals currently housed at the shelter. They will also utilize the City of Portage la Prairie database containing owner contact information for all cats and dogs licensed within the City of Portage la Prairie.
When an animal is captured, it will be transported to the animal shelter. The animal will be photographed and the picture will be placed on the City’s website (under development). Following the impoundment period of three days, pursuant to the City Bylaw, the impounded animals will be offered to the Portage Animal Welfare Society (PAWS) for adoption. Any healthy animals not adopted by PAWS will be offered to other animal shelters in the region for adoption.
