Saskatchewan Ave West – Phase 2:  General Infrastructure

The City of Portage la Prairie will commence work on Phase 2 of this project in 2022.  This project phase will install new general infrastructure on Saskatchewan Avenue West including a new paved avenue, paved parking for businesses bordering this section of the avenue, bike lanes, sidewalks, curb and green scaping (trees, plants, grass).  The Phase 2 total cost of this project is projected to be $30.24 million.

The City has successfully procured federal and provincial funding under the Investing in Canada Infrastructure for a large portion of this project.  Initially, the City expected to fund up to $10.5 million in debt for this project.  The City has since engaged an engineering firm to provide the project’s detailed plan and cost.  From this work, it was determined the City would need a further $3.239 million in debt funding to fully complete this project.  It is for these additional funding that the City is entering into a public hearing at this time.

The City continues to reserve maturing debt payments for payments for this project’s debt.  As a result, borrowing for this project is not expected to increase property taxes.
