City Hall (97 Saskatchewan Ave E)
In light of Southern Health–Santé Sud being elevated to critical (RED) on the Pandemic Response System and with the health and safety of our staff and community in mind, City Hall closed to the public effective 4:30 pm on Thursday November 12, 2020.
The City of Portage la Prairie offers the following e-services and online options to ensure uninterrupted access to services. For all other inquiries please call the general line 204-239-8309.
Taxes:
- For inquiries call 204-239-8308 or email taxclerk@city-plap.com.
- Make payments through your online banking system (be sure to choose CITY not RM).
- To set up regular monthly payments withdrawn from your bank account, sign up for TIPP online – http://www.city-plap.com/cityplap/services/e-services/.
- Payments can be put in the drop box at the front of City Hall or sent in the mail.
- E-transfer to payments@city-plap.com, include your roll number in the message field.
Water:
- For inquiries call 204-239-8370 or email utilityclerk@city-plap.com.
- Go to http://www.city-plap.com/cityplap/services/e-services/ for the following services:
– Sign up for e-billing
– Request water turn on or off
– Set up regular monthly payments to be withdrawn from your bank account
– Set up quarterly pre-authorized payments to be withdrawn from your bank account - Make your payments through your bank’s on-line banking system (be sure to choose CITY not RM).
- Pay on-line via credit card through City’s web site using Paymentus – https://ipn.paymentus.com/rotp/CPLP.
- Payments can be put in the drop box at the front of City Hall or sent in the mail.
- E-transfer to payments@city-plap.com, include your utility number in the message field.
Parking Passes:
- Parking passes can be purchased by calling 204-239-8310 or emailing cashier@city-plap.com.
- Information to include: license plate number, name, address, postal code, email address, whether you’re purchasing a daily / monthly / annual pass, start date, end date and quantity.
- Payments can be put in the drop box at the front of City Hall or sent in the mail.
- E-transfer to payments@city-plap.com, include your license plate number in the message field.
Parking Tickets:

- Trailer license fees can be paid through preauthorized payments.

Operations Department
Closed to the public except by appointment. Please call 204-239-8346 for assistance. Solid waste tags can be purchased from all corner stores (except 7-11), all grocery stores, MCC, and City Hall.
Fire Department
Closed to the public until further notice. The Fire Department is always accessible to the public in the event of an emergency, however, if your inquiry is of a general nature please consider contacting them by telephone at 204-239-8340 or email at firehall@city-plap.com.
City Council Meetings
With the new code red restrictions, City Council will be holding virtual Council meetings effective Monday November 9, 2020, until further notice. Meetings can be live-streamed or watched after the fact on the City of Portage la Prairie YouTube channel at https://www.youtube.com/channel/UCy2MKYDEsK_SRF2ByXIBcBw.
If you wish to speak at a scheduled public hearing, please pre-register by 3:00 pm on the day of the meeting to receive a link. You can pre-register by calling 204-239-8337 or emailing info@city-plap.com. Delegations are still required to register on the Wednesday prior to the meeting.
Bylaw Enforcement and Animal Control
Regular hours of operation are 9:00 am – 7:00 pm. Responding only to stray animals (Feral and outdoor calls) and emergency calls. Not going indoors to investigate, so as to minimize contact with people due to COVID – 19.
Pet licenses may be obtained by completing the Pet License Application online.
Play Structures, Outdoor Fitness Equipment and Island Park
Following Manitoba’s move to the Critical level (RED) on the Pandemic Response System and the new provincial health orders in effect, the City of Portage la Prairie closed all city-maintained playground equipment and outdoor fitness equipment to the general public effective November 13, 2020.
